We’re celebrating a historic milestone in the fight to end preventable gun violence in Washington.
This week, the Washington State Senate passed HB 1163, the Permit-to-Purchase bill – marking a turning point in our state’s approach to responsible firearm ownership and community safety. After more than 10 years of advocacy, organizing, and coalition-building, this bill represents one of the most significant advancements in firearm violence prevention policy our state has seen.
HB 1163 creates a comprehensive Permit-to-Purchase system that builds on Washington’s existing firearm laws. Under this policy, individuals who want to purchase a firearm must:
- Apply for a permit in person
- Undergo fingerprint-based background checks
- Complete a Washington State Patrol-certified firearm safety training course
- Submit to annual eligibility rechecks to ensure continued compliance with the law
These are commonsense, evidence-based measures proven to save lives. States that have implemented similar permit systems have seen substantial reductions in gun deaths, suicides, and firearms being diverted into illegal markets.

HB 1163 didn’t happen overnight. It’s the result of more than a decade of work by gun violence survivors, students, public health experts, faith leaders, advocates, and lawmakers. From community testimony to lobby days to digital advocacy, the call for action has been loud, clear, and persistent – and this win belongs to all of you.
Here’s what’s coming up – now that HB 1163 has passed both chambers, it will head to the Governor’s desk to be signed into law. We’ll be there every step of the way to support its implementation and ensure it’s rolled out effectively and equitably across the state.
